The sole objective of the investigation into this accident is for the prevention of future accidents through the ascertainment of its causes and circumstances. It is not the purpose of the investigation to determine liability nor, except so far as is necessary to achieve its objective to apportion blame.

This report is not written with litigation in mind and shall be inadmissible in any judicial proceedings whose purpose, or one of whose purposes is to attribute or apportion liability or blame.

Shipping (Small Commercial Vessels) regulations 2008

These regulations apply the Caribbean Small Commercial Vessels Code to vessels operating in Antigua and Barbuda and less than 24 metres in length and to Antigua and Barbuda  registered commercial vessels of less than 24 metres operating on international voyages in the Caribbean area.

Senior Officer’s Handbook

This is the essential guide to Antigua and Barbuda requirements for Senior Officers serving in Antigua and Barbuda ships.  It contains the key information needed to meet the requirements of Regulation I/10.2 of STCW for officers at the management level under II/2, III/2 III/3 or VII/1  who must  “have an appropriate knowledge of the marine legislation of the administration…”    Senior officers applying for  Antigua and Barbuda endorsements are required to read this guide, and to sign a declaration that they have done so as a part of their application for an endorsement.   It is also recommended that senior officers keep this guide as a ready reference when serving in an Antigua and Barbuda ship.
